A Gold color metal and enamel device 1 3/16 inches (3.02 cm) in height overall consisting of a shield blazoned: Azure, two quills saltirewise Argent penned Or between an eagle displayed and wreathed with laurel branches Or and a lamp of knowledge of the like enflamed Gules. Attached above the shield a Red scroll inscribed HIGH ABOVE and attached below the shield a Red scroll doubled back and inscribed THE REST, all in Gold letters.
