A gold color metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of two concentric horizontal wavy blue bars beneath a black and white checkered background and issuant from base a gray torch with red flame surmounted by a red chevron; all beneath a black scroll, the ends terminating at the top corners of the wavy bars and divided in three folds inscribed "SERVICE TO THE SOLDIER" in gold letters.
