A gold color metal and enamel device 1 1/8 inches (2.86 cm) in height consisting of a gold-rimmed disc forming the lower part of a buff-color keystone, the disc bearing alternate wavy bands, three green with two blue between them and encircled by a blue scroll terminating on each side of the keystone with the motto "KEYSTONE OF MOBILITY" in letters of the base metal.
