A Silver color metal and enamel device 1 1/8 inches (2.86 cm) in width overall consisting of a shield blazoned as follows: Quartered per saltire Azure (Dark Blue), Tenné, Gules masoned Argent and Celeste (Oriental Blue), on a saltire of the fourth, flanked in dexter by a key in pale, wards downward and inward and in sinister a lightning bolt palewise Argent (Silver Gray), two scimitars in saltire points downward Sable. Attached below a Black scroll inscribed "NUNQUAM DECEDIMUS” in Silver.
