A silver color metal and enamel device 1 3/16 inches (2.86 cm) in height overall consisting of a vertical rectangle divided into four equal segments, alternating colors, white and orange, in the white segments a red fleur-de-lis, surmounted in the center and throughout by a gold torch, displaying a gold star, enflamed red. Attached above the device a blue scroll inscribed "SUSTAIN" and below a blue scroll inscribed "WITH EXCELLENCE" in silver.
