A gold color metal and enamel device 1 3/16 inches (3.02 cm) in height consisting of a red equilateral triangle charged with a gold Philippine sea lion, the dexter paw grasping a sword, the triangle within a blue ring and in front of two gold quills, the nibs crossed beneath the base of the triangle and touching the inner rim of the ring, and the stems curving upward and outward behind the triangle and crossing the ring all surmounting a gold Philippine sun, the tips of the rays extending beyond the ring, the ends of the quills curled behind the two horizontal rays and the ring bearing at the top the word "PROVIDING" and in base the words "WITH MOBILITY" in gold letters.
