A Silver metal and enamel device 1 1/8 inches (2.86 cm) in height overall consisting of a shield blazoned: Per fess Gules and vaire of the first and Argent, in chief three piles wavy, the points meeting in fess of the last, each charged with a fleur-de-lis of the first. Attached below and to the sides of the shield a Silver scroll turned Red inscribed "I MAINTAIN THE RIGHT" in Red letters.
